Carlsbad
is well-recognized for supporting more recreational facilities than
any other city in the state. The North Mesa Senior Recreation Center
offers dance lessons, dances, exercise classes, card games, arts, crafts
and quilting lessons. In addition to leisure activities, the Center
sponsors counseling and hosts several community support groups. The
San Jose Senior Citizens Center functions as an important meal site
for seniors. The center also offers arts and crafts classes and other
recreational pastimes. In addition, New Mexico State University at Carlsbad
furnishes a well-rounded curriculum of community-interest and adult-education
classes.
Swimming is a rejuvenating pastime regardless
of age, and Carlsbad boasts sev-eral pools and beaches, as well as open
swim and lane times at the high schools Olympic-sized, indoor
natatorium. One of the best advantages of living in Carlsbad is moderately
priced housing and incredibly low property taxes. The overall cost of
living in Carlsbad is considerably less than in many other cities across
the Sunbelt.
The retail sales tax is 6.3125 percent,
and the state income tax varies between 4.7 percent and 6.8 percent
of net taxable income. The gasoline sales tax is 16 cents a gallon. In their book
Tax Heaven or Hell, authors Eve Evans and Alan Fox classified Carlsbad
as an unequivocal tax heaven.
Carlsbad homeowners and residents appreciate
local property taxes that are among the lowest in the nation. The city
property tax rate is $19.259 per $1,000 of assessed value.

Services
Municipal water is drawn from deep artesian
wells, providing pure alkaline water that is free of bacteria and pollution.
City water is fluoridated.
Crime rates remain low throughout the city, and violent crime is uncommon.
This positive trend has existed for more than a century. The police
department employs more than 75 full-time personnel, and the fire department,
which includes ambulance and rescue services, enlists more than 45 workers.
Five volunteer fire departments manage rural emergencies. Carlsbad's
fire insurance rating is Class 5. In addition to city patrols, the Eddy County
Sheriffs Department, New Mexico State Police and U.S. Border Patrol
are active in the area.
Worship
The towns early inhabitants established
churches as quickly as they cultivated the land, displaying remarkable
dedication and grace in each endeavor. The prominent town leader and
irrigation company president Charles B. Eddy reserved and donated
town property to all religious sects.
Carlsbads first church was Grace
Episcopal Mission, chartered in 1889 and dedicated in 1892. Local
Baptists, Methodists and Catholics arranged religious services in
1890 and established individual church buildings within a few years.
The editor of the newspaper The Current, William Mullane, energized
and encouraged construction of the Catholic facility.
In 1894, Presbyterians initiated worship
services, and soon inhabited a small frame building. In 1912, the
Christian Methodist Episcopal Church was founded, and many others
soon followed. Today, Carlsbad embraces the faith and fellowship of
numerous churches. Carlsbad churches host a range of adult Bible studies,
dynamic youth groups, teenage retreats and rallies, childrens
Bible classes, and summer Bible schools.
Local churches support generous community
projects throughout the year, especially during the winter holidays.
Jonahs House is a year-round, collaborative effort, where food
and clothing are collected and distributed to local families in
need.

population; a diverse, vibrant cross-section of people of various

Carlsbad boasts three of the states
leading retirement communities: Lakeview Christian Home (two facilities)
and Landsun Retirement Community. These reputable facilities support
various living arrangements and offer every degree of cordial service
as well as quality healthcare.
Lakeview Christian Home provides 408 seniors
with residency at two distinctive locales. The Lakeview site is positioned
on North Canal Street along the Pecos River. Spacious lawns and towering
pecan trees embellish the 13-acre location. The Northgate campus is
established in the northwest section of town, convenient to the Carlsbad
Mall, Carlsbad Medical Center and New Mexico State University at Carlsbad.
Specifically, Lakeview Christian Home offers
a full range of nursing care services, from ambulatory care to total
nursing. Both the Lakeview and Northgate facilities provide the services
of a registered dietician; a consulting pharmacist; physical, speech
and occupational therapists; social workers; and counselors. The community
lifestyle is enhanced by regularly scheduled recreational activities,
religious services and personalized healthcare meetings with concerned
family members. Lakeview furnishes the luxuries of life (housekeeping,
meals, security and maintenance) to its assisted- living residents,
who need only infrequent or minimal healthcare assistance.
In addition, Lakeview Christian Home maintains
three attractive retirement villages for active Carlsbad seniors who
desire a quiet, secure place to live within a Christian setting. The
Lakeview Christian Village and River Bend Homes offer active seniors
a friendly and secure residence with a Christian atmosphere
Landsun Retirement Community, founded in
1965, is a not-for-profit retirement community owned and operated
by the New Mexico Conference of the United Methodist Church. It is
open to all regardless of race, color, national origin or handicap.
Landsun offers six levels of care, giving
residents the opportunity and flexibility to move to different levels
as needs and expectations change.
Townhouse living for seniors can be found
in the Parkhouse Village along the Pecos River. Ideal for spirited
seniors with full, engaging lifestyles, Parkhouse Village is a community
of warm and caring neighbors, where residents experience worry-free
living in a secure setting. Professional home- and yard-maintenance
staffs allow residents more time for pleasurable pursuits. Parkhouse
healthcare features include nursing service that is on-call 24 hours
a day, and priority placement in the other Landsun facilities.
The Manor at Landsun houses independent-living
residents who want to be relieved of the more burdensome responsibilities
of a home. The amenities of this apartment-style residence include
meals, housekeeping and transportation. Socialization and security
are plentiful; as are activities and educational programs. Landsun
Assisted-Living Apartments, also located in the five-story manor building,
provide for those who need a helping hand with daily living needs.
Supervision of medication and help with activities is provided 24
hours a day by certified staff.
Landsun Health Service Center is an 85-bed,
long-term care facility offering 24-hour nursing care in an appealing
environment. Medicaid is accepted, and Alzheimers care is provided
in two protected areas.
Landsun Home Care and Hospice provide care
in the community. Medicare, Medicaid and private insurance are accepted.
Private-duty services are available on a 24-hour basis. Staffing is a top priority for Landsun.
A tuition-assistance program, maintained for full-time employees,
has helped Certified Nursing Assistants obtain their LPN or RN degrees.
Both Lakeview and Landsun provide assisted-living
arrangements as well as a complete range of nursing home services,
from ambulatory care to extensive nursing support. Residents at these
sites can benefit from experienced, dedicated staffs of physical,
speech and occupational therapists; dieticians; social workers; LPNs;
RNs; and nursing assistants.
