Founded in 1788 by Julien Dubuque, the city of Dubuque is the county seat of Dubuque County.

The city of Dubuque has a city manager form of govern ment, with the City Manager reporting to the Mayor and City Council, which is composed of seven councilpersons that represent the wards in which they live.
